Can a Firebird 1976 bumper be repaired?

I'm trying to buy a front lower bumper (not the upper bumper with the headlights) and I found this bumper that has a 2in wide hole that goes right through the bumper. So, I would like to know if something like that is repairable. Thanks in advanced.
