What does this phpBB error mean?

The problem is on the website end, not yours. My guess would be that there is a limit as to the number of connected users at any given time (to avoid overtaxing the server) and that limit was already reached when you tried to connect. Try it again at a later time to see if the problem goes away and, if not, contact the site's webmaster.
